Notice of Public Meeting:
This meeting is open to the public and is subject to the Nebraska Open Meetings Act, Neb. Rev. Stat. §§ 84-1407 through 84-1414. Members of the public are welcome to attend. The Health Care Advisory Region (HCAR) is a non-decision-making advisory body. No vote or final action will be taken at this meeting. The purpose of the meeting is to gather regional input for consideration by the Nebraska Department of Health and Human Services (NE DHHS) and the Rural Health Advisory Commission (RHAC). A current copy of this agenda is kept continually current and is available for public inspection. The agenda will not be altered later than 24 hours before the scheduled start of the meeting, except for items of an emergency nature. People who need auxiliary aids, services, or other accommodations to participate should contact NE DHHS in advance of the meeting.

Meeting Purpose:
This first session builds the working foundation for the year ahead. Participants will be oriented to the HCAR’s purpose within the RHTP, gain a shared understanding of the group’s advisory role and the regional input process, establish group norms, and be introduced to the focus question and six-meeting arc that will guide the region’s work.

• Understand the RHTP, the role of the HCAR, and the group’s non-decision-making advisory function.
• Establish shared group norms for respectful, inclusive participation.
• Understand how regional input flows to NE DHHS and the RHAC.
• Engage with the focus question and the six-meeting arc for the year.

4. Overview of the Rural Health Transformation Program (RHTP)
Orientation to the RHTP and its seven initiatives, the role of the HCAR within the program’s governance structure, and the relationship to NE DHHS and the RHAC. 25 min
5. Review of NE DHHS Bylaws & Establishing Group Norms
Review of the NE DHHS-drafted by laws governing the HCAR, clarification of the group’s advisory (non-decision-making) role, and group agreement on working norms. 25 min

7. The Regional Input Process
How the region’s input is captured, synthesized, and carried forward to NE DHHS and the RHAC for consideration. 20 min
8. Focus Question & the Six-Meeting Arc
Introduction of the focus question that anchors the year and an overview of how the six sessions build toward a set of regional recommendations. 30 min
9. Public Comment
Opportunity for members of the public to address the advisory region. Comments may be time-limited at the facilitator’s discretion to allow broad participation. 15 min
10. Group Reflection & Synthesis
Facilitated reflection on what was surfaced; recording of participant-generated themes and input. 15 min
11. Preview of Session 2 & Next Steps
Preview of the next session, confirmation of the next meeting date, and review of any follow-up items. 10 min
