219 NAC 19 is a new regulation that provides the rules and procedures for participating in Nebraska’s Short-Time Compensation Program (STC). STC is a new program created by LB961 (2014). STC allows participating employers to reduce the hours worked by affected employees instead of laying off employees. Employees may then receive unemployment insurance benefits based on the reduction in usual hours worked.
