The Department of Health and Human Services (DHHS) Division of Children and Family Services is holding this hearing to accept comments on proposed amended regulations related to the Low-Income Home Energy Assistance Program (LIHEAP). These regulations are found in Title 476, Chapters 1-3 (revised) and 4-6 (repealed). The proposed changes update eligibility standards, clarify standards regarding overpayments, intentional program violations, air conditioner purchases, supplemental payments, and crisis assistance, and otherwise clean up and clarify language throughout the title. Authority for these regulations is found in Neb. Rev. Stat. 81-3117(7), 42 U.S.C. 8621 – 8630, and 45 C.F.R. 96.
