The Department of Health and Human Services (DHHS), Division of Medicaid and Long-Term Care, is holding this hearing to accept comments on proposed changes to regulations for the Nebraska Medical Assistance Program, also known as Medicaid, in Title 471 Chapter 31 of the Nebraska Administrative Code (NAC). The proposed changes will establish Medicaid rates for services provided by intermediate care facilities for persons with mental retardation (ICF/MRs) for the period of July 1, 2009 through June 30, 2010, with rebasing to the June 30, 2008 cost reports and with a proposed inflation factor of 5.0% to recognize as allowable a reasonable cost increase incurred by Nebraska facilities. This prospective methodology will continue to establish specific rates based on individual facility costs subject to certain maximums and certain allowable costs. Proposed changes in 471 NAC 31 will also provide for Medicaid payment for ICF/MRs with 4-15 beds.
